Catherine the Great (Elle Fanning) arrives in Russia for an arranged marriage to Emperor Peter (Nicholas Hoult), who isn’t the smartest ruler. She wants love and a chance to rule Russia in a different way, but instead her marriage is making her feel like a prisoner. Many throughout Russia are also unhappy and without an heir, all Catherine has to do is kill her husband to take over the throne.
